first of all what you doing is reporting everyone who showed in your POV without even see them shooting at you + as i can see what in your POV that you didn't even start an RP with that dude why you are detaining him without seeing him doing anything he is just a person who using the ATM and you didn't even try to stop the robbery you didn't interact with the ATM so how you know that he robbing it ????
you can detain him without any reason but don't feel sad when you get killed for that reason (as you dont have IC reason to arrest him) but (there is a IC reason to kill you) // there is no need to give 5 sec demands before killing if there is already an IC reason to do that as it was mentioned in GR 6.15 as just an example to explain to players how they can initiate RP situation // they just a family who defending themselfs when they saw a fam member getting arrested
