Becoming a bandit?

Hi iv been in the city for 3 weeks iv been grinding away, Iv asked everyone iv seen and they either dont respond or dont know, Is there anyway to be a Bandit besides being apart of the gangs or unofficial family? Any help would be greatly appreciated.
