we had 2 officers as hostage, we told them demands, gave them 5 min but even after 20 min they weren't paying, when we said we will kill hostage they responded by saying they don't have moeny. and with no choice we had to kill the hostages.

1. they failed to complete the demads that we asked them and were also stalling the situation.

Upon reviewing the evidence, I have decided to Accept this report.

LSPD will receive a punishment for Not fearing for the hostage's life
SAHP will receive a punishment for Not fearing for the hostage's life
FIB will receive a punishment for Not fearing for the hostage's life

(In the provided POVs it is clear that the above-mentioned State organizations were unable to pay ransom money which resulted in the hostage's death, NG was also at fault here but since they are already disbanded they won't be punished.)
