In my defence i did shoot after FIB opened fire as of me i stoped shooting when u were at the edge of radious and i did try to patch you up i am sorry if it was a violation.
in your POV shows that u died at the edge but the car movment moved you out.

As soon as you pass the blue barricade that says "do not cross" LEOs are allowed to shoot you as that barricade acts as a demand, also i know your Ex-LSPD and Ex-FIB so you should know this by now, also, the last shot that killed you landed while you were still in the zone, the car took you out of zone, hence why you were so far out.
