This is an IC conversation in the Non-RP chat. Clear case of mixing which lead to a blacklist. GOV will be instructed to hire you back if you wish in the same rank, as this cannot be a reason for blacklist without approval by senior state curator.
However GOV won't receive punishment as you started an IC conversation in Non-RP chat. So the following will happen:
ID 243189 will receive a punishment for GR3.1
ID 97203 will receive a punishment for Mixing
