They probably think there is a bug in the rules because at rule;
1.13 Families are not allowed to kill other families members on purpose in aircraft carrier event and bank robbery. | Jail 120 min

it doesnt say anything about shopping mall event so they think there is no punishment for that.

But there isnt any problem at rules. There is my older forum which resulted as ER 1.2
