Rejected Complaint Against FIB officer

I was just swimming around the beach to increase stamina and suddenly many cars were going at the scubadiving point so i was just swimming there and i was just swimming and i was just in a half climbing the laddder the fib officer said to come up and said to put hands up while ongoing situation and i was off duty and i was there before hostage situation.
