1) I was patrolling

2) saw these guys stopped and found out they were not speaking anything then searched car info
3) then stood for a while to check if they were moving or not

4) I was gonna put a fine for stopping (3.3) penal code
5) PDA showed 500k is already his fine
6) that means he was on the wanted list for lack of paying fines
7) so I am allowed to put him in my custody
8) he started running and then left the city
