As seen in POV we gave him demand for leave this area and GR 6.15 says we can shoot him in RP situation
GR 6.15 :When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. | WARN

"you must engage in RP before shooting someone.", I couldn't see any RP demands were given other than giving 5 seconds randomly for no reason and randomly killing a player. Rejected.​
