First of all, I would like to say that the POV provided to you is under 1 minute long, so I think it does not fully reflect the situation. And in the POV provided we can also see offroad driving with unrealistic sports car (00:- 00:04).
As seen in the POV, he did not receive cannabis at ( 0:06 ), probably because the person had exhausted his collection limit of 3 slots per hour. In such a situation, how can one give a demand to leave as if one had planted a plant that grows in the wild? He demands me to leave, kills me and communicates with his friend without using the family radio.
As you can see, he doesn't use his in-game communication. The person does not appear to be using the radio in the footage ( 0:03 - 0:11 , 0:36 )
