Here is my POV I do not think this shows anything involved with laughing outside of zone.

As you can see, the man goes in and out of the field 1-2 times. Then someone else is fired from the side before lspd. Then the man comes back and waits at the border, but it seems to be in the yellow area on our map. Because the front of the wall is like a yellow area. The man comes on purpose and stays right on the borderline just hoping he will get bored. It is impossible to calculate such a small detail. The person numbers above are usually buggy and work 10 seconds after entering, you know that. When shooting starts from the rear, naturally I shoot too. Considering the role, who can come and wait to be seen on the edge of an area where they are raided? A completely deliberate move.
It is also possible to see it in the pov of the person who complained that he was entering or leaving the area. Just after entering the area, "gang raid" text appears on the bottom right.

I think the problem here is not who is shooting but that a leader deliberately enters and leaves the area and waits at the border. What event do you think would be appropriate if the leader, who should be an example to other members, provocates like this? Let's say he didn't do it on purpose, there's a wall next to him, he's standing while he can escape and waiting to die. There is a completely conscious and planned situation here, and the person doing it is a leader. really sad
