But then moved to LSPD to be always on duty as well while having so much friends there ,However, he continues to serve his duty within the LSPD, navigating the complexities of law enforcement while pursuing his personal quest for redemption.

1. Rich Can sell or buy stuff at the Black-market (Organization ammo - Weapons' wont be sold as it falls under GR 6.2!).
2. Rich is loyal to his org and will protect its image at all costs can kidnap and torture people trying to tarnish the image of LSPD.
