Rejected GZ Killing appeal

Of course killing in green zone is wrong and all, but I did no such thing. In fact by the time I even initiated talking to this person he was outside of the green zone and everything. I even roleplayed and told him my boss ordered a hit on him. I even stopped punching him as not to spam punch and give him a fighting chance so that it wasn't just a classic gta beat down. Clearly I wasn't trying to do any wrong, a warning or even some direct guidance would be helpful seeing as I'm trying to do the right thing.
