I would like to request a POV from the guy related from this complaint. I dont have the parts that we first encounter and he and his friends speak turkish and swear at me. Also, The part that he cuffed me OOCly.

Also, since he is a FIB officer I know that he can change his ID. Not sure.

You request POV from something that you claim but do not show. Theres no rule that makes a LEO need to hold POV outside arrest or event. If Corrupt LEO is IC rude to you its okay as part of his bio like there: "2. Hamza can act like a criminal."
A player in a game cannot cuff you OOCly (???)
Make correct report on what you want to report and when you give 15 minutes POV let us know where the rulebreak is shown.​
