Rejected Police officer killed me, cuffed me, uncuffed me then lets me bleed out without any reasoning.

I went to get a divers suit and come back to my car, the officer ID number: 142636 killed me, cuffed me, uncuffed me and left me too bleed. i didn't do anything wrong. If i did something wrong please explain.
