born Rafee in the Los Santos ghetto, Rafee has been involved in the criminal world since he was 12. As a teenager, he had already started engaging in illegal activities, because of his father. He had started robbing people and cars. His father was a multi-criminal guy with good connections to the police and army. Over time, however, he had made many enemies in the ghetto. One day, friend was arrested by the police for drug dealing. His best friend and protector was imprisoned and Rafee had only his father on the streets. One day, Rafee woke up with the news that his father had been murdered by a gang member. Now he had to take care of himself alone. His father's enemies had also murdered his friend in prison a short time later. Rafee had lost a lot of power and all his friends had separated from him. After Rafee started receiving threatening messages, Rafee was feeling so nervous. Successive separation of friends made Rafee ill. After moving, Rafee met new close friends and was like family to them. Rafee decided to join the police to honor himself. Rafee had put his criminal past behind him, but he still couldn't resist quick money. So he started to get corrupt and turned a blind eye to some illegal activities. He also illegally resells confiscated weapons and equipment to earn something extra. His friends are sacred to him and he will protect them at all costs.

Rafee came to believe that intervening to shield his friends or relatives from legal entanglements wasn't necessarily wrong. He grasped that as a law enforcement officer (LEO), he had the power to safeguard his loved ones from criminal activities and legal repercussions. Along his journey with the SAHP, he encountered fellow officers who employed corrupt tactics for personal gain, engaging in financial exploitation, criminal activities, and even coercion during interrogations.
