He enetered HQ without anyone permission its just simple as that.

He was denied access before this time once too, and he didn't care so he came one more time. Sadly I don't have POV of that as I though people would listen to gangs in their HQs instead of standing around baiting reports

Upon reviewing the evidence, I have decided to Deny this report.

He was complying and leaving the HQ as you asked. When asked to keep running he did. I'm unsure as to why he was shot when he was complying.​
