You could clearly see several officers in that parking lot, as they sometimes used it to regroup during the ghetto patrol that was underway at the time. moreover, Ghetto patrol is not an event, Leos can shoot anyone directly or get shot without demands as long as both sides are within the red zone + GR 6.15 applies only outside the Ghetto​
