Upon reviewing the evidence, I have decided to Deny this report.
He cuffed you the exact moment when you started running and it was just the animation that took time to put cuffs visually.
However, ID 603 will receive a punishment for Power-gaming.
You abused the RP command (/try) and did something which isn't possible by the script.​
