Even though the player committed bugabuse, he was only punished by CL.

As you can see the player left before getting shot, this means he left and did CL to not get the car stolen. If the player died did CL and came back alive to gain an advantage I would consider it bug abuse, but here its just a matter of avoiding RP and not getting car stolen.
