I reported this person and it got approved and I assume he got banned for a few days. He proceeds to DM me on discord. At first I thought he was just trying to clear the air by apologizing, and I was going to respond, but then he mentions what country I am from, and I took it as an indirect threat like saying: ''I know where you live''. I have never told him where I was from, and this message made me uncomfortable. He then deleted the first messages and left only the last part.

I don't see the situation moved to DOXING level that we punish for, For dms you should block people you dont want.
Moving IC to OOC rule is for Official GRP discord servers like org servers.
