Hi, the rule says LSPD/SAHP/FIB could patrol ghetto if there are more than two special officers. and i was not patrol i was going to the highway to process her as you can see in her pov i was going to the highway so it will not come under State Rule 5.5

its clearly shown that there was a RP situation ( Hostage Situation ) so he took him as a 10-15 so he basically he need to go out of ghetto through the ghetto road its also clearly shown in the POV .

Upon reviewing the evidence I have decided to Deny this report

When there is an event, e.g, a gun/store robbery, raids...or any situation in the ghetto that requires the presence of state orgs such as a hostage situation, it is not considered patrolling when Leo(s) on the way to the situation or on the way out. ID 95411 & you were part of a hostage situation and he was taking you to DOC. He had to pass through the ghetto to do so, he wasn't patrolling.
