Rejected Incorrect Decision | For Lebron

Hi Lebron, so i reported a guy ID 18988 and 7382 for a rule violaton General Rule 1.9 because he invaded taxes, He sold Jugular car for 2m, then gave the money back to the guy he sold it for. Admin Gerrito Malchiny is saying he didnt violate the rule, how is that not a violation of invading taxes or General Rule 1.9?
