Firstly, he has to fear for the leo we had irrespective of that the guy was for robbery or hostage doesnt matter (we had him for hostage and we can rob him before like that). Seen the pov the sahp officer also flood the area. Fear RP doesn't mean fearing for your own life but it also mean you have to fair for the life of citizen or leo. As a leo he had to cooperate with the situation as we were 4 guys having guns in our hand but he shot us even before giving demands.
