You can see the bodycam their a sahp already doing department 9.20 and see the 12.40 . And IC time is 11:55 and he have 1 wanted criminals star after 12:00 star remove

In the POV, I saw in the PDA at 2:28 that he is wanted by state, So, i proceeded with arresting for his wanted star. That's why i didn't asked for lawyer, also i was going to ask for lawyer after arresting so that he can have an bail if possible, but i saw department by DOJ at 12:35 in the POV, that no lawyers are available, that's why i didn't made another department to DOJ.
