Charles Steven Haines a.k.a Steve Haines, was born in the year of 2000 in a middle class family in San Fierro, California. His father Matthew Henry Haines was a great scientist who worked for US Government and known for creating Super Soldier Serum for American soldiers in Cold War to win against Russian army. His mother Amanda Haines was an actress in TV shows. In his early life Steve was a brilliant student and was always engaged with studies and learning new things. His father usually not home for his job and his mother was in movie set for shooting work. Steve was belonging to his home alone most of the day. One day Steve came back from school early and saw his mother having intimate moments with her male co-star Ronald Phillips. He didn't liked that so he told his father all he saw. After that day his father came back from the government facility and threw a party in his house. Where Matthew invited his corrupt IAA friends and his wife's boyfriend Ronald Phillips. Then in dinner table after having dinner Matthew confessed that his son Steve told him everything about Amanda and Ronald's love affairs. Then he stated that He had saw his wife and her boyfriend making love in their bedroom. Amanda and Ronald was being a little ashamed but at that exact moment Matthew pulled out his personal shotgun from behind the table and brutally murdered his cheating wife and her boyfriend in front of his corrupt IAA friends and Steve himself. Then Matthew went back to the government facility for 10 years and never came back in between. By that exact thrilling phenomenon Steve just learned so much evil from his father and his friends. Steven learned that corruption exists which he never saw before, and just experienced brutality. After one month Steve went to London for medical training and after 5 years he came back as a neurosurgeon and joined Emergency Medical Services in Los Santos.
Career Story:
Steve Haines joined Los Santos Emergency Medical Services as a Neurosurgeon and day by day he gained very much medical experience and became division chief of ambulance services at Pillbox Hill Hospital. Being a great doctor he cares for his patients so much and he gives good training to upcoming paramedics that how to save every emergency patients without hesitation. But somewhere in his mind bloodlust got him at his very young age when he saw his mother got brutally murdered by his own father and not getting any punishment because he was an government employee. One day in a operation theatre while Steve was doing a heart surgery he accidentally killed that patient due to overdose of brocodenine injection. Steve got nervous that he thought his career is over now but his doctor friends saved him by telling FIB that it was a cardiac arrest. Then Steve remember how his father was saved from punishment by his corrupt IAA friends and now he realised that same thing happened to him and he's not feeling guilty anymore but his bloodlust fever went up day by day. Steve even started killing his patients just for fun by medicine overdose or by surgical equipments and cut their body organs and sell them to the darknet and black market.
Outcome:

1. Steve can rob any ATM in entire state. (Only when OFF DUTY)
2. Steve can lie to police or his colleagues about any incidents.
3. Steve can go the Black Market for buying and selling illegal weapons and equipments.
4. Steve can attend any illegal activities such as Ghetto clapping, highway robbery, solar protection & solar raid.
5. Steve can kill any civilian or LEOs and can take their weapons & armors and sell them into Black Market or can keep it in his trunk. (Following GR 6.15 and RDM rules)
6. Steve even can be hostage willingly as civilian or can participate in hostage situation as a criminal for his own benefit or helping his criminal friends.
