Why this Event?
I believe that short and enjoyable events are perfectly fine, but I'd like to contribute something that can build IC lore and leave a lasting impression on everyone involved. The event will take place in the main dimension and will feature slightly modified rules from the standard ones.

The Backstory

Over the past week, state organizations have been frequently raiding gangs, leading to a significant decline in their income. In response, the criminal organizations of Los Santos have united to target the Pacific Standard Public Deposit Bank. They’re planning a heist to break into the vault and seize as much cash as possible. Just before the heist is set to go down, the LSPD receives a tip-off. Law enforcement units from various organizations begin gearing up and preparing for an unprecedented robbery situation


How it works

The details of this scenario might be complex, so I'll keep it simple. The criminals will break into the bank, drill into the vault, and steal a sum of money. After leaving the bank, they must evade capture for 12-15 minutes until the fence arrives. They can either run from the cops or lay low to avoid them before heading to the fence's location. During this time, the crime organizations will have set up getaway vehicles and ambush points to hinder or stop the law enforcement. About 12-15 minutes after the heist, the fence will arrive at a designated spot. The fence won’t take the money until he’s confident it’s safe to leave.

Four criminals, each representing a different gang and dressed in specific NPC skins, will use roleplay commands (/me /do) with creativity to drill into the downstairs vault and steal the money. Each of these characters is entitled to 25% of the prize. They must also engage in further roleplay with the fence to deliver the cash. The fence will only accept the money if the situation is free of gunfights and state organizations.

Win Conditions

State win: If State Manage to kill or arrest The players(4 NPC skins).
Crime Win: If Those Players (4 NPC skins) Manage to Reach the Extraction Point and Escape Successfully by using Boat or Heli.
( It Totally their choice if they want to take Heli or Boat to escape )

Event Curators have to spawn a Heli and a Boat at the Extraction Point.

State organization's are not to breach the bank.

State Organization's Are not allowed to use Engine Blockers.

State organization's must honor a request for safe passage when raised as part of the negotiations. And are expected to chase rather than shoot the fleeing criminals while leaving the bank.

State organization's may not do pit maneuver's in the city, and avoid ramming where possible in the city. Pit maneuver's and ramming are allowed up north out of the city.

Engine blockers and Heavy Weapons are restricted. ( Exception : Heavy Shotgun And Circum )

Crime requirements, expectations and rules

Must be wearing Top & Bottom of gang color

Gangs are not allowed to Pull over and take Hostages. Robbing and Kidnapping is prohibited During this Event.

Avoid taking fights that aren’t an ambush or at the fence location if possible. (Guidance not a rule)

State HQ’s are off limits during the event for Crime Org members including FZ. ( Gangs Cannot Enter any State HQ, Gang HQ, Ghetto and Green Zones )

State Orgs: The Roles
LSPD: Maintain a presence at the bank during the robbery and negotiate with the criminals regarding hostage demands. If a safe passage out of the bank is successfully negotiated for the hostages, initiate the initial pursuit of the criminals. (Win/Lose Will totally Depend on how State Organizations will Execute the Plan)

SAHP: Provide assistance at the bank and play a crucial role in the initial pursuit if the criminals secure passage out of the bank for the hostages' safety. SAHP's main objective is to position units on highways and strategically important roads to lead vehicle pursuits.

FIB: Conduct reconnaissance while LSPD handles negotiations at the bank. FIB will scout the area for potential getaway vehicles and ambush locations, aiming to stay one step ahead of the criminals. They should avoid combat unless fired upon until the hostages are safely back at the bank. Once the hostages are secure, FIB can collaborate with other organizations and infiltrate ambush locations in advance. FIB is not involved in the initial getaway chase.

NG: San Andreas National Guard will be on High alert and Present at the bank to provide the backup.

GOV: After the tip off that something might go down at the bank four Secret Service (USSS) agents are positioned at the bank for monitoring and assisting LSPD with Negotiations if needed.

EMS: Deploy two ambulances to the scene upon receiving notification from LSPD. EMS will provide medical care to officers and hostages. If a gunfight occurs, they will retreat and remain in hiding until the situation is resolved.

Crime orgs - Roles

Criminal orgs will need to plan ahead of time to succeed, making use of getaway vehicles, getaway routes and ambush locations. (Win/Lose will totally depend on How Crime organizations will plan the Robbery)

Crime Org 1 - Located inside the bank, initial confrontation. Will negotiate passage demands when LSPD arrives and make the initial getaway. Between the initial getaway and drop off to the fence all activities are to be planned by the organizations. Will be responsible for half of the heist money. One guy must be selected to carry the money and have a specific skin.

Crime Org 2- Located inside the bank. initial confrontation Will negotiate passage demands when LSPD arrives and make the initial getaway. One guy must be selected to carry the money and have a specific skin.

Crime Org 3 - Facilitates getaway transport in pre-planned specific locations, for example a faster vehicle or a boat setup at a location to make distance from LEO’s or trick them into an Ambush location. Assist and or transport the carriers to fence location at the time. One guy must be selected to carry the money and have a specific skin.

Crime Org 4 - Ambush, setup at a specific location. Assist at the fence location. One guy must be selected to carry the money and have a specific skin.


Communication


State Organizations Must communicate With Each Others. All state Organizations Should be Informed about the Robbery via Department by USSS.
Four criminals ( Leader of Gang/Deputy ) , each representing a different gang and dressed in specific NPC skins.

Prize

Winning Side: 1m ( Each Org/Gang) + Verbal Removal/Pass
Losing Side: Verbal Removal/Pass
