the Families cars is raming and trying to kill me
last one the guys is giving me demand in gas station (non scripted greenzone)

I think 351064 is doing metagaming because his friends are coming again and again how they know his location like the buggati guy.

I still don't see any MG or rule breaks from 351064, also you were the one that shot first at the very beginning.
As for 383814 he got blacklisted right after that situation.
