I am writing to report multiple rule violations and procedural misconduct by officers 34392 and 14412. These incidents took place during my interaction with them
reference from the legislation
4.13 Onus of Care for the Wellbeing of a Detainee
4.13.1 Any harm or injury caused to a detainee by the direct actions of any member involved
in the detainment process is the responsibility of the State Organization the member
belongs to with proof.
4.13.2 If requested by the detainee, medical assistance cannot be refused. This may take the
form of first aid by the arresting o cer or an assisting o cer, but may require assistance
from EMS in severe cases.
4.13.3 If the assistance of EMS is required, it must be made on the Department Radio and
the location of the detainee must be indicated.
4.13.4 If medical treatment is required, the time of detention for that detainee is suspended
until the detainee has been declared medically fit by the EMS worker
- Denial of Medical Attention: (3:56 timestamp)
Officers 34392 and 14412 denied me medical attention despite the use of immobilizing force. According to the legislation, when such force is used, it is mandatory to provide medical attention by an EMS. They are required to call EMS using the department radio, but they failed to do so. Despite informing them of this requirement, they refused, which constitutes a clear violation of procedural regulations. This negligence shows intent and deliberate corruption, as they knowingly ignored the legislation and protocol. - Failure to Show Identification: (3:18 timestamp)
Officer 14412 did not show his identification upon request. According to the legislation, it is mandatory for the arresting or detaining officer to present their ID when asked by a 10-15. His failure to comply is a violation of General Rule 6.1. - Mixing and Procedural Violations: (8:10 timestamp)
At timestamp 8:10, officer 34392 engaged in mixing, which is unacceptable for someone in his position.
