Webby was born by American immigrants in Japan. His father was a member of the Public Security Intelligence Agency of Japan and was the Lead Investigator of the Yakuza Crime Family. At the age of 5, his parents fell victim to Robbery/Homicide, conducted by the Yakuza Syndicate, Sumiyoshi-Kai. During the incident, he tried to fight off the invaders, with no prevail. The clan spared his life and instead took him to the Clans Leader, the Oyabun. The Oyabun made the decision, instead of killing Webby, he would have him trained and molded to the ways of the Yakuza. Webby quickly climbed in rank, surpassing all of the other orphan Japanese children, who suffered the same fate as him. His brutal tactics and savagery, earned him the name "Vibrator". "Vibrator" Means "Electric shocks" or "Thunder". Throughout Webby's life, he always knew that in the back of his mind, all the horrible things he did, by the will of the Clan, was wrong. He acted out of survival. Failing a mission or task, would ultimately be punished by severe beatings or even death. When he turned 19, he devised a plan to flee from the Clan, but not before he punished those that stole his family and life from him.

Webby is the most known Corrupt Officer in San Andreas, as he tortured and kidnapped more than 100 citizens, The government has been searching for him for a long time. Everytime Webby gets into trouble, his lawyers bail him out from being guilty. Webby Is the wealthiest criminal in this city. Webby now is working again in the FIB after long term retirement, His Co Worker and best friend that he worked with Bilal Flawless has encouraged him to come back and make more money by kidnapping Leos/ criminals / and citizens. Now after 30 years with FIB, he became the most dangerous FIB agent ever. Also Webby is from the worst criminal family in the city called " West Mafia " His brother Sbeecha Volkov is the God Father of the family and their criminal activity is feared by the entire country. The life of a criminal/assassin has molded him to know and see things that others may not.
1- Webby can engage in any criminal activities/break state laws while on or off duty, such as going in ghetto and kidnapping cops if needed or if he felt that he is in a threat.
2- Webby can torture/interrogate for information or use truth serum (using /try command).
3- Webby may decrease a 10-15's prison sentence or fines, but may also increase the fine amount (up to 100k).
4- Webby is able to attempt to search for a bodycam (/try searches for bodycam) up to twice per situation, and if found, break it (/do breaks bodycam).
