I was giving fines . I gave him fine in Sawmill and I checked that he had 4 wanted level so I asked him to show his passport . He didn't show rather thought to flew away . I blocked his engine but he left . After that he was driving towards SAHP HQ and I found him randomly . I didn't say anything still he left the game after seeing me .
