The Guy was SPEEDING on HIGHWAY . So I gave him PULL OVER demand ! He stopped but tried to escape . I gave him 2 more PULL OVER demand but he didn't stop . So I Blocked his Engine and he left the game which goes under GENERAL RULES 6.2 !!!
