In the POV at timestamp 0:27 ID 60213 is mixing by openly saying "Speaking OOC" in a green zone in RP situation, which is against the rules. Even if he intended to speak OOC, he didn't get permission from nearby players (6-7 players nearby) and instead, he randomly mixed IC and OOC by mentioning terms like "UB" without proper consent. This clearly breaks RP standards and disrupts the RP environment.
