There was a Store Robbery going on by Vagos gang ! This guy was unconscious and cuffed . His Gang members killed him for avoiding the RP situation and consequences which goes under GR 6.13 (Mercy Killing) ! After that he came back within 2m in the situation and killed LEOS ! Therefore , he broke GR 6.7 (NLR) !
