This is not a complaint against the admin, he didn't punish me (i had to put a type of punishment)

I would like to know the reason my Government application got rejected twice. By that i mean, i wasn't picked for the interview. I was over the required level in city (i was told that i have to be at least 10), iv held multiple positions in government such as A Lawyer, A District and Supreme court Judge. So if you guys could tell me, what to do better or what not to do etc.. i would appreciate it.
