This is about an incident timed at 3:36 HRS IC, where a mercy kill was made when the ID 395928 was forced pulled over using an engine blocker upon falling to comply with a pullover request on seeing him driving opposite lane, reckless driving.
As it can be seen the person also had some special effects built up that the tazer did not work, but never mind upon being shot went and did a mercy kill. Kindly find a suitable action on this.
