Upon reviewing the evidence I have decided to Deny this report

the thread owner was running in the middle of the road. The suspect ID, while driving, accidentally hit the thread owner and subsequently stopped to apologize. The incident does not appear to be intentional VDM.

However Thread Owner ID: 114404 will be banned for under investigation​
