I got punishment for UB demands I don't understand, A robber going to rob someone's house he will demand him to leave

also, I don't understand how ID 104145 did not get punishment for RDM he can't shoot without a demand not matter we have weapons in our hands or not also he did not fear his life by attacking 2 armed guys alone is he Superman or something?
