• This is not provoking. Provoking is rule-breaking if they do something such as camp your HQ, or in non killable times (such as the 10 minutes before battleship) when they constantly try to provoke you to get a reaction.
• Driving around in the ghetto trying to get you to pull over and such is not provoking.
