It is not a scam. Firstly he is buying not selling.
Secondly it is not the same as selling a car or something that has a fixed state value.
Gun ammo does not have a fixed state value.
Different people sell at Different rates at the black market. Untill they are not selling same item for Different values. It is not a scam.
