3. Structure: Establish clear ranks and roles, such as a leader (shot caller), enforcers, lieutenants, soldiers, and new recruits. Each role should have distinct responsibilities.
4. Make joining the gang an engaging process. Don’t just invite new members instantly. Test their loyalty or skills through specific tasks or challenges (e.g., tagging graffiti, delivering contraband).
