Those 2 guys were DMing outside the ghetto area according to the city map.
According to this post, https://gta5grand.com/forum/threads/9225/ the admin Skully Ridout told me that I can see the ghetto area by looking at the city map.
In the city map, the zone where this action took place, is not considered ghetto. Please take action regarding this.
If you think this area is considered ghetto, please be more clear with the boundaries of that territory.
