As far as the POV shows, the shooting was not aimed at you nor your car, the shots ended up near himself. Yes he randomly shot, but not at you or your two SAHP agents. So GR6.15 does not apply. If you do have proof of the shots landing on/near you, so him shooting at you instead of the sky/ground, feel free to make a new complaint.
