Born to Josh and Hanna William first-generation Indian immigrants Elijah was raised in a family that believed hard work and determination were the most important values. His parents had moved to Los Santos in pursuit of the American Dream but the realities of life in the city soon dawned on them that success was not a walkover.
At a young age, Elijah saw the hardships and sacrifices that his parents had to endure in order to sustain their family. Resolute to break the cycle of poverty that was prevalent among many immigrant groups he vowed to forge her own way to success.

Inspired by desire for power and ambition Elijah became ambitious to make a career out of law enforcement. He envisioned it as a vehicle to climb up the social rungs and have power in a city where power was in everyone's pocket.
Entering the ranks of the Los Santos Police Department (LSPD) Elijah soon established himself as a force to be reckoned with. His quick intelligence strategic mind and willingness to push the boundaries distinguished him from his colleagues.
Promoted through the ranks he eventually attained the role of Head of Department becoming one of the strongest agents within the agency.
But Elijah's rise to power had a price tag. He was drawn into the corruption web that infested the LSPD by employing his office to promote his own interests and defend his own agenda. He ignored justice and used his power for self-interest while portraying himself as being professional and suave.
Though successful, Elijah never lost touch with his origins or the sacrifices his parents had made for him. He took care of them well, seeing that they lived comfortable lives in their old age.
