Rejected stealing the car in the city without proper demands

he first rammed us with his car, and didnt even give 5 seconds demands properly, it was not even demands, he told us to leave leave, i was not in his private property too, he shot us and stole my newly arrived car. the rule clearly states that he has to RP first then give me demands of 5 seconds stating what he is trying to do. not vdm and steal people's car.
