i was in the lspd and my rank is rookie and my patrol partner is patrol officer 1. so his rank is higher to my rank. and he is kill the people but i dont shoot someone but i have demorgan. why? i cant arrest my partner because im a rookie... i can't arrest my senior in absence of HC.
