In the first POV, ID 12553 is talking while dead (Fail RP)
I clapped all Bloods and then after 10 mins, they all are back at the same spot (NLR) as you can see in the second POV

There is no enough proofs for NLR. Like you cannot know if someone came here and patch them up or etc. In short you did not saw them finished or not so there is no enough proofs for NLR.
However
ID 12553 will receive punishment for Fail RP​
