This guy in FIB (he say that 09.28 that time) and he is off-duty.
0:12 he is cuffing one guy and running
0:44 he ask passport and check PDA but he is off-duty
1:47 - 3.08 he launched his dron but still off-duty and no right to check people like that. There is no acceptable situation for him to use the drone.
4:15 cuffing one people, probably his friend but doesnt matter.
5:0 he shooting in ghetto but even off-duty you cant go fight ghett and probably shooting in green zone.
8:16 - 08.29 going to fighting in ghetto.

09:24 - 10.01 he cuffing because he have a illegal item in his hands (and still talking different languages) but he is him friend i think. Maybe his friend in FIB but it is rule break to . his friend if in fıb he must get punishment too because he not report him fıb this guy break rules too.
