First thing arrest procedure is completely IC

Second thing, As LEOs in training you are told to take away cell phone and radio of 10-15s to avoid you calling for people to do the prison break. But we must follow the 2 try rule which was done here.

Third thing your POV is to short to be accepted as it is only 14 seconds and doesnt show the full situation.
