(Not off topic) I am the the guy who is accused, I am not in any org I just came to take parachutes in NG, but I saw some officers who were shooting so I clapped them.
I already have a warn ongoing so there is no way I am in any Org so this event rule doesn't apply on me.

Rejected The POV is too short to properly judge the situation. The person arriving in his personal car may have come for looting, and since he is not part of any organization, ER 1.17 does not apply to him. ​
